Politico reports:

A federal judge on Friday once again struck down an effort by the Trump administration to dramatically restructure $4 billion in federal funding for people experiencing homelessness.

The Department of Housing and Urban Development’s efforts to modify the so-called Continuum of Care Program aims to shift much of the funding, which is distributed to local organizations, from permanent housing assistance to temporary housing and services. The new funding model being championed by HUD Secretary Scott Turner is a shift from a decadeslong “housing first” policy.

McElroy wrote in the Friday ruling that the court’s review found that HUD’s issuance of the 2026 funding change violated the Administrative Procedure Act, which in part establishes how federal administrative agencies make rules, based on the agency’s failure to engage in the legally required notice-and-comment process for proposed changes.

This is the third time that a federal court has blocked HUD’s attempts to scale down homelessness programs. 

Earlier this year, Turner, an avowed Christian nationalist, moved to rescind LGBTQ housing protections. 

In April 2026, Turner delivered a seven-minute prayer at the Christian nationalist rally on the National Mall.

During his Senate confirmation hearing, Turner, a former NFL player, declared his opposition to all federal housing assistance programs.
