Spain’s Congress of Deputies on May 18, 2021, rejected a landmark legislative proposal that would have allowed legal gender recognition based on self-determination, Human Rights Watch said today. The existing process for modifying gender markers on official documents is pathologizing for transgender people and does not recognize non-binary people. Transgender people in Spain currently can only have the gender with which they identify legally recognized if they provide evidence of a gender dysphoria diagnosis. Cameroonian security forces have arbitrarily arrested, beaten, or threatened at least 24 people, including a 17-year-old boy, for alleged consensual same-sex conduct or gender nonconformity, since February 2021, Human Rights Watch said today. At least one of them was forced to undergo an HIV test and anal examination. The German government has pledged to do more to uphold the rights of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people abroad, Human Rights Watch said today. The commitment is included in its multifaceted strategy for foreign policy and development cooperation, adopted on March 3, 2021. Among its many goals, the LGBTI Inclusion Strategy aims to further Germany’s role in promoting LGBTI people’s rights at international and regional human rights institutions. A Tunisian court sentenced a prominent LGBT rights activist on March 4, 2021, to six months in prison and a fine for shouting outside a police station after officers refused to register her harassment complaint, Human Rights Watch said today. The activist, Rania Amdouni, 26, is in a women’s prison in Manouba, west of Tunis, where her lawyer said she has faced harassment by prison guards due to her gender expression. Panama’s National Assembly passed a bill on March 3, 2021, that includes a discriminatory prohibition on adoption by same-sex couples, Human Rights Watch said today. Bill No.120, which aims to protect children and adolescents from unnecessary separation from their biological family, allows for adoption by both single persons and married couples.
